2026 Humanitarian Response Plan: the real challenge isn't the needs, it's the funding

The 2026 Humanitarian Response Plan (OCHA) puts a figure on rising needs: 6.4 million people — more than half the population — will need aid in 2026, a +6.7% increase over 2025. But the plan targets only 4.2 million people for USD 880 million; and in 2025, a comparable plan was funded at only about 8% at mid-year.

What this changes for organizations: the needs are documented. In 2026, the advantage will go to actors able to prove their efficiency per dollar spent, to make their data reliable and to demonstrate their impact — not just their volume of activity.
